Again, if for some reason SA-MP didn't install automatically through the previous step by the downgrader, download the SA-MP Installer and install SA-MP making sure it's in the same folder as Steam GTA:SA.

No need to care about taking the data line from the readme file and placing in the data file, Mod Loader does that for you too! When the SA-MP installer shows, run it and make sure to install it in the Steam GTA:SA folder. Therefore you can for example have 70 handling.cfg files at modloader and they'll all work perfectly fine.
